January 13, 1991  Black and some white balloons were released at the fourth major rally to symbolize that Kuwait was not yet free and that its people inside Kuwait still suffered from Iraqi oppression. Consent to release balloons first had to be obtained from the UK’s Civilian Aviation Authority, a responsibility usually handled by Media Committee member Carolyn Tshering.
